No, it's an application framework. While actual implementations of HisTV are native, future versions will be even based on interactive standards like JSR272. There is now contradiction in defining an application framework and a powerful interactive standard.

Yes, soon. But as it was designed to run on almos any handset which is capable of doing DVB-H, it is not the aim to use too sophisticated technology which will make the video stuttering. So it is possible to integrate e.g. svg graphics just by adding a new extension and make the client displaying it. But still: do not kill the video. It's first TV, then interactive!
